Streszczenie

Artykuł podejmuje kwestię formułowania oceny poziomu dojrzałości procesów zarządzania w organizacji, jaką jest Służba Więzienna (SW) oraz metod jej przeprowadzania - zasadniczo z perspektywy kadry zarządczej. W pierwszej części artykułu zaprezentowane zostały podstawowe kwestie z zakresu dojrzałości procesowej, a następnie zaproponowano autorski model oceny dojrzałości procesów zarządzania zachodzących w organizacji, jaką jest Służba Więzienna. W części metodologicznej procedurę badawczą oparto na autorskim kwestionariuszu ankiety, którym przebadano 10 dyrektorów jednostek penitencjarnych w kontekście zidentyfikowania możliwości pomiaru poziomów dojrzałości procesów zarządzania oraz weryfikacji koherencji ocen poszczególnych dyrektorów. W badaniach wykorzystano test zgodności W. Kendalla. Uzyskane rezultaty wskazują, że wyróżnione kategorie procesów można uporządkować pod względem poziomu dojrzałości w oparciu o rozkład kwartylowy oraz średnią arytmetyczną i odchylenie standardowe. Zarządzanie procesami w jednostkach penitencjarnych to specyficzny obszar zarządzania organizacją. Dotyczy ogółu procesów, które mają związek nie tylko z aktywami materialnymi i niematerialnymi organizacji ale też zapewnieniem pożądanego poziomu bezpieczeństwa personalnego i strukturalnego.

Maturity of management processes in the Prison Service

Summary

The article addresses the issue of formulating an assessment of the maturity level of management processes in an organisation such as the Prison Service and the methods of carrying it out, essentially from the perspective of management staff. The first part of the article presents basic issues in the area of process maturity, and then proposes an author's model for assessing the maturity of management processes taking place in an organisation such as the Prison Service. In the methodological part, the research procedure was based on the author's survey questionnaire, which was used to survey 10 directors of penitentiary units in the context of identifying the possibility of measuring the maturity levels of management processes and verifying the coherence of the assessments of individual directors. Kendall's W. test of coherence was used in the research. The results obtained indicate that the distinguished categories of processes can be ranked in terms of maturity level based on the quartile distribution and the arithmetic mean and standard deviation. Process management in penitentiary units is a specific area of organisational management. It concerns the totality of processes that have to do not only with the tangible and intangible assets of the organisation but also with ensuring the desired level of personal and structural security.
