Streszczenie
Propozycje 13-15 Rezolucji Parlamentu Europejskiego z dnia 22 listopada 2023 r. w sprawie propozycji Parlamentu Europejskiego dotyczących zmiany Traktatów dotyczą kompetencji wyłącznych i dzielonych Unii. Ich celem jest przede wszystkim zwiększenie zdolności Unii do działania oraz wzmocnienie jej legitymacji demokratycznej i rozliczalności. Oznacza to jednak zmniejszenie kompetencji państw członkowskich, a zatem budzi obawy o ograniczenie ich suwerenności. Celem niniejszego artykułu naukowego jest ocena propozycji Parlamentu Europejskiego w zakresie obejmującym kompetencje wyłączne i dzielone Unii Europejskiej.

New exclusive and shared competences for the European Union in the European Parliament's 2023 proposal
Summary
Proposals 13–15 of the European Parliament Resolution of 22 November 2023 concerning the European Parliament’s proposals for Treaty amendments pertain to the exclusive and shared competences of the Union. Their primary objective is to enhance the Union’s capacity to act while strengthening its democratic legitimacy and accountability. However, this entails a reduction in the competences of the Member States, raising concerns about the potential limitation of their sovereignty. The purpose of this academic article is to assess the European Parliament’s proposals regarding the exclusive and shared competences of the European Union.
