Streszczenie

Realizowane w Polsce przygotowania obronne są przedsięwzięciem niezwykle złożonym, obejmującym – w stosownym zakresie – prawie wszystkie obszary i podmioty w państwie. Specyfika tych przygotowań wynika stąd, że ich zakres przedmiotowy realizowany w czasie pokoju, nabiera w pełni znaczenia dopiero w sytuacji realnego kryzysu polityczno-militarnego. W obowiązującym stanie prawnym zadania obronne są utożsamiane z zadaniami wykonywanymi w ramach powszechnego obowiązku obrony Ojczyzny lub z zadaniami wykonywanymi w ramach przygotowań obronnych państwa. Zakres przedmiotowy tych zadań realizowanych przez wszystkie podmioty systemu obronnego państwa oraz wynikających z nich potrzeb jest niezwykle obszerny. W celu właściwego zrozumienia przygotowań obronnych państwa oraz wynikających z nich zadań i potrzeb obronnych ważne jest określenie zarówno samego pojęcia i podziału zadań obronnych, jak i określenie istoty oraz typologii potrzeb obronnych. Należy podkreślić, że określane w procesie planowania obronnego w Polsce zadania obronne oraz wynikające z nich potrzeby obronne stanowią podstawę przygotowań obronnych państwa, realizowanych zarówno przez militarne jaki i niemilitarne podmioty systemu obronnego państwa. Niniejsze opracowanie stanowi próbę usystematyzowania problematyki przygotowań obronnych państwa- w aspekcie określenia rodzajów zadań obronnych i ich charakterystyki oraz istoty i typologii wynikających z nich potrzeb obronnych.

Defence preparations in Poland in the context of defence tasks and needs

Summary

The defence preparations carried out in Poland are an extremely complex undertaking covering – to the appropriate extent – almost all areas and entities in the country. The specificity of these preparations results from the fact that their substantive scope, carried out in peacetime, takes on full significance only in the event of a real political and military crisis. In the applicable legal status, defence tasks are identified with tasks carried out as part of the universal obligation to defend the Homeland or with tasks carried out as part of the defence preparations of the state. The substantive scope of these tasks carried out by all entities of the state defence system and the needs resulting from them is extremely broad. In order to properly understand the defence preparations of the state and the resulting defence tasks and needs, it is important to define both the very concept and division of defence tasks, as well as to define the essence and typology of defence needs. It should be emphasised that the defence tasks determined in the defence planning process in Poland and the resulting defence needs constitute the basis for the defence preparations of the state, carried out by both military and non-military entities of the state defence system. This study is an attempt to systematize the issue of the state’s defence preparations, in terms of determining the types of defence tasks and their characteristics, as well as the nature and typology of the resulting defence needs.
