Transparentność komunikacyjna versus bezpieczeństwo. Analiza transmisji „sztabów kryzysowych” Donalda Tuska z września 2024 roku w dobie zagrożeń hybrydowych

Streszczenie

<p>Artykuł analizuje transmitowane na żywo sztaby kryzysowe premiera Donalda Tuska podczas powodzi we wrześniu 2024 r. w Polsce. Celem badań było wskazanie zalet i wad jawności obrad Rządowego Zespołu Zarządzania Kryzysowego w kontekście bezpieczeństwa i zagrożeń hybrydowych. W badaniach zastosowano metodę desk research oraz ilościowo-jakościową analizę 20 transmisji. Badanie oparto na koncepcji wydarzeń medialnych i problemie dezinformacji. Wnioski wskazują, że transmisje zwiększały transparentność, ale rodziły ryzyko chaosu informacyjnego i ujawnienia wrażliwych danych. Artykuł kończy się rekomendacjami, kt&oacute;re mogłyby w przyszłości zapobiec opisywanym problemom.</p>

Communication Transparency versus Security: An Analysis of Donald Tusk's "Crisis Staff" Broadcasts from September 2024 in the Era of Hybrid Threats

Summary

The article analyzes the live-broadcast crisis management meetings led by Prime Minister Donald Tusk during the September 2024 floods in Poland. The study aimed to identify the advantages and disadvantages of the public nature of the Government Crisis Management Team’s deliberations in the context of security and hybrid threats: the research employed desk research methods and a quantitative and qualitative analysis of 20 broadcasts. The study was grounded in the concepts of media events and disinformation. The findings indicate that while the broadcasts increased transparency, they also generated risks of information chaos and the disclosure of sensitive data. The article concludes with recommendations that could help prevent these problems in the future.
